33rd meeting of the Standing Committee on National & European Administration (1,5 day)

This is to invite you to the 33rd meeting of the Standing Committee on National and European Administration.

The meeting will take place in Brussels, at the European Economic and Social Committee, room VM3, 2, rue van Maerlant on 29-30 March 2010.

It will start the first day at 2.30p.m. and will end the second day at 4.00 p.m. – please note that the 1st day may be replaced with a social dialogue taskforce meeting with the employers, if need be. We will keep you posted.

An area map is enclosed for information.

A reception will be organised at the meeting venue at the end of the 1st day.

Interpretation has been requested to and from French, English, German, Italian, Spanish and Swedish. We have also requested the possibility to speak in but not listen to Danish, Norwegian and Greek.

We expect participating unions to cover all travel and subsistence costs of their representatives.

Committee members from new EU countries and EU applicant countries under 100% on the ‘5 band’ index, are referred to the attached ‘rules governing financial assistance’.

Should you require accommodation, a list of hotels offering preferential tariffs to the EPSU/ETUC is attached.

A preliminary draft meeting agenda is attached and meeting documents will be sent as soon as available.

If you have not yet done so, we kindly invite you to complete the attached Communication Information form.

Also, we would be grateful if you could check the attached NEA nomination list and get back to cfourneaux epsu.org in case of any mistakes or omissions. According to this list, affiliates from the following countries have yet to send their nominations: Armenia; Belorussia; Bosnia-Herzegovina; Iceland; Israel; Luxembourg; Montenegro; Switzerland and Turkey.

Relating to agenda item 4, a briefing note on recent developments with social dialogue will follow shortly.

Meanwhile please note that a social dialogue meeting with TUNED and the employers has been scheduled for 9 March in Madrid. Meeting documents and practicalities will be shortly sent. The objective of the meeting will be to proceed with establishing a social dialogue committee in central government administrations. The intention is to draft rules of procedure, an indicative multiannual workprogramme and joint request to the Commission.

Please keep this date free in your diary.

On the informal social dialogue which EUPAN would like to maintain with TUNED, our position on this is that our participation will be conditioned upon good progress on formalisation. A provisional meeting has been scheduled by the Spanish Presidency for 21 April in Madrid. Further information will follow on this later including the nature of TUNED participation.

Relating to agenda item 7, we attach a previously sent questionnaire on border guards to have an idea on where our membership lies in this area. As of today, only 4 unions have replied (PCS, Rotal, GÖD and LTUSE).

A list of all NEA or related meetings is enclosed in the draft attached agenda
