Network for Sustainable Public Procurement gears up for revision of the public procurement Directives
(26 October 2011) On 10 October the Network made up of trade unions and social and environmental NGOs organised a workshop to take stock of the upcoming revision Sara Piller, European Commission (EC) gave an overview of the background to the revision of the public procurement Directives. She confirmed the EC intention to present proposals in December 2011. The EC has two main aims for the revision: simplification and strengthening possibilities for public authorities to pursue ‘horizontal’ objectives in public procurement, including social and environmental objectives.
The Network has developed ‘five key messages’ to support the introduction of social and environmental criteria in public procurement. Good working conditions and respect for collective bargaining is part of this. At the meeting Thorsten Schulten WSI presented the preliminary results of research on the introduction of social clauses in procurement contracts. The research will be finalised for the end of 2011. On 20 October members’ of the Network also took part in a seminar on procurement organised by the S&D group on the upcoming Directives (see http://www.socialistsanddemocrats.eu).
