Jul. 25, 2019 The European Trade Union Institute is publishing a comprehensive four-volume overview of collective bargaining in all 28 Member States of the European Union.This documents how collective bargaining institutions have been abolished, changed or narrowed in scope. However, it also highlights some positive developments with some collective bargaining systems proving more resilient than others in maintaining multi-employer bargaining arrangements. The key policy issue addressed in this book is how the reduction of the importance of collective bargaining as a tool to jointly regulate the employment relationship can be reversed.
Jul. 11, 2019 The FP-CGIL, CISL-FP and UIL-FPL public service federations are continuing their campaign to force the AIOP and ARIS private health employer organisations to negotiate a collective agreement 12 years after the last one was signed. The latest initiative follows a meeting with the Conference of Regions and Autonomous Provinces where the unions secured a commitment to push for a change in legislation on the accreditation of private providers that would require them to negotiate a collective agreement with the three recognised trade unions in line with the negotiations in the public sector.
Jul. 09, 2019 The CCOO-Sanidad health union has negotiated another new collective agreement following on from its success reported in the last issue of the newsletter. Around 900 workers employed by the CIBER network of biomedical research institutions will be covered by a new agreement that will run until June 2022. The agreement will mean standardisation of pay and conditions for this group of workers and it will set out their rights in relation to pay, leave, relocation, working time and telework, the right to training and the target of limiting temporary contracts to 8% of the workforce.
Jun. 21, 2019 Nine public service federations - CGT, CFDT, FO, UNSA, FSU, Solidaires, FA-FP, CFE-CGC and CFTC - are continuing to work together in their campaign to defend jobs and services across the public sector and secure better pay and conditions for public sector workers. They are planning to rally outside the ministries of finance and public services at midday on 27 June, a few days before a meeting on pay planned for 2 July where the unions will be calling for salaries that recognise the work, skills, qualifications and commitment of public service workers.
Jun. 20, 2019 The latest issue of the Collective Bargaining Newsletter produced by the European Trade Union Institute includes over 70 articles covering developments in over 30 countries. Among the more interesting this month are moves to a four-day week in Austria, action by outsourced workers in Cyprus, strikes by ambulance staff in Ireland, action by nursery workers in Spain and pay offers from Glasgow City Council in Scotland to resolve the equal pay dispute there.
May. 29, 2019 The public service federations - FP-CGIL, CISL-FP and UIL-FPL- organised a rally in Rome outside the health ministry on 23 May and sent a delegation to talk to the health minister about the continuing dispute in the private health sector. The unions want a resolution to the dispute over the failure of the two employer organisations - ARIS (religious health institutions) and AIOP (private sector hospitals) - to negotiate a new collective agreement for the sector. The last agreement was signed 12 years ago. The unions want the health ministry to put pressure on the employers to negotiate and to ensure resources are available to fund the long-awaited pay increase.
May. 28, 2019 A new analysis covering wage and productivity developments in 25 EU countries indicates that pay for most workers has not risen in line with productivity. The report says that there is still a clear link between wages and productivity in most countries and that the trend has been for the two to be more in alignment in recent years. However, this development has yet to compensate fully for the 25-year period up to 1994 when wages lagged behind productivity.
May. 16, 2019 Local government union STAL and other unions in the public sector Frente Comum took part in a major national demonstration on 10 May as part of their long-running campaign to improve pay and working conditions in the public services and reverse the cuts imposed as part of austerity measures. Along with higher pay and better pensions, the unions want to see clear commitments to improve career progression and action on working time.

May. 01, 2019 EPSU is running a series of training seminars this year and next to provide support for affiliates who are facing up to the challenges of digitalisation. The five regional seminars will be open to all EPSU affiliates with a focus on participants who are involved in collective bargaining. The first seminar will take place in Bucharest on 24-25 September, followed by one in Lisbon on 19-20 November. Further details (in 19 languages) of the training project which is receiving financial support from the European Commission can be found on the EPSU website. The invitations to the first seminar will be sent out in June.
Apr. 30, 2019 Trade unions in local government have given the VNG employers' organisation until 10am on 1 May to respond to their main demands or face action across the sector which employers 160000 workers. After six rounds of bargaining, trade unions broke off negotiations as the VNG failed to come up with any offer close to the unions' demands which include a real pay increase and measures to address workers' health and wellbeing, especially older workers.
Apr. 30, 2019 The OSZSP health union met the prime minister and health minister on 17 April to raise serious concerns about pay in the sector. The union says that many workers are not being paid special allowances worth CZK 2000-5000 (EUR 80-200). Instead some are getting only CZK 1000-1200 (EUR 40-50) and others nothing at all. The prime minister expressed surprise and asked for details of the hospitals that are failing to pay the correct amounts. The OSZSP also wants action to ensure consistent payment of basic salaries across the sector and raised the continuing problem of low pay in social services. The union reminded the government of the high level of dissatisfaction with pay and the serious staff shortages that are undermining service provision in some areas.
